TRANSFER OF KROUSAR THMEY SCHOOLS TO THE CAMBODIAN AUTHORITIES

OBJECTIVE
To enable children with disabilities to be integrated into the Cambodian educational system and thus provide greater equality of opportunity for all children.

PROCESS
In 2016 a Memorandum of Understanding was signed with the Ministry of Education regarding the transfer of our five schools for deaf or blind children to the government by 2020. This signature therefore formalizes a process initiated for several years by our teams. This important challenge will require to work in close collaboration with the various representatives of the Ministry of Education.
Thus, through our awareness-raising activities, a working committee was established in January 2016 and a new department was created within the Ministry of Education: the Department of Special Education (DES). The Minister of Education, Dr. HANG Chuon Naron, entrusted the transfer responsibility to the director of this new department.
The transfer will be effective at the beginning of 2018 school year, with the government taking charge of the financial responsibility of the schools. Phnom Penh Thmey school will then become a National Institute for the Education of Visually Impaired Children and Hearing Impaired Children. The 4 other specialized schools will become schools of application.
In order to accompany this transition as best as possible, Krousar Thmey preserves for now the management and training of specialized teachers. With this in mind, the Cambodian Foundation in partnership with UNICEF, is currently developing three national curricula designed to train teachers for students with special needs.
